Trump administration issues new warning to states

The Trump administration will deny federal disaster‑preparedness aid to U.S. states and cities that boycott Israeli companies, linking routine funding to its political position.
In grant notices posted Friday, the Federal Emergency Management Agency (FEMA) said applicants must comply with its "terms and conditions," which include certifying they will not cut off "commercial relations specifically with Israeli companies" to remain eligible for assistance.
It states, "Discriminatory prohibited boycott means refusing to deal, cutting commercial relations, or otherwise limiting commercial relations specifically with Israeli companies or with companies doing business in or with Israel or authorized by, licensed by, or organized under the laws of Israel to do business."
However, when reached for comment by Newsweek and other news outlets on Monday, following publication of this article, the Department of Homeland Security (DHS), denied any "current" NOFO, or Notice of Funding Opportunity, FEMA requirement tied to Israel.
"There is no FEMA requirement tied to Israel in any current NOFO. No states have lost funding, and no new conditions have been imposed," a DHS spokesman said via email.
Later Monday, conservative podcaster Saagar Enjeti posted two different versions of the DHS' terms and conditions. One screenshot showed the earlier version which had language linking disaster aid to states' Israel stances. The most recent version removed that language.
Newsweek has replied to DHS for access to its updated terms and conditions.
The rule covers at least $1.9 billion in federal grants that states depend on for search‑and‑rescue gear, emergency management salaries, backup power systems, and other essentials, according to 11 FEMA grant notices reviewed by Reuters. It marks the Trump administration's latest move to leverage federal funding to advance its stance on Israel.
What To Know
In April, the Department of Homeland Security — which oversees FEMA — said states and cities receiving its grants are prohibited from boycotting Israel. And in July, FEMA announced that states must allocate part of their federal terrorism‑prevention funds to assisting in the arrest of migrants, another key administration priority.
The new requirement targets the Boycott, Divestment and Sanctions (BDS) movement, which seeks to pressure Israel economically to end its occupation of Palestinian territories. Support for the campaign grew louder in 2023 after Hamas attacked southern Israel and Israel launched a military offensive in Gaza.
DHS' statement to Newsweek on Monday continued, "FEMA grants remain governed by existing law and policy and not political litmus tests. DHS will enforce all anti-discrimination laws and policies, including as it relates to the BDS movement, which is expressly grounded in antisemitism. Those who engage in racial discrimination should not receive a single dollar of federal funding."
Newsweek has reached out to the BDS movement via email on Monday afternoon for comment.
The American Jewish Committee, an advocacy group that supports Israel, backs the policy, Holly Huffnagle, the group's director of antisemitism policy, told Reuters.
One grant notice issued Friday says FEMA will require major cities to agree to the policy to access part of $553.5 million earmarked for terrorism prevention in high‑risk urban areas. New York would receive $92.2 million — the largest share — based on FEMA's analysis of each city's "relative risk of terrorism."
The Trump administration drew the fury of some of the president's staunchest supporters when it was reported that it would deny federal disaster funds to states and cities that boycott Israeli companies.
In May, prominent figures from within President Donald Trump's "Make America Great Again" or "MAGA" movement came out against the bipartisan IGO Anti-Boycott Act, House Resolution 867—saying it would criminalize boycotts and free speech against Israel. After the backlash, a pending vote was canceled.
Critics of the H.R. 867 said the legislation goes against the right to free speech established in the First Amendment of the U.S. Constitution. Its supporters say it targets antisemitic actions, including boycotts of Israel.

A spokesperson for Homeland Security Secretary Kristi Noem said in a statement to Reuters, "DHS will enforce all antidiscrimination laws and policies, including as it relates to the BDS movement, which is expressly grounded in antisemitism."
Representative Marjorie Taylor Greene, a Georgia Republican, said in May on X about the H.R. 867 vote, "I will be voting NO. It is my job to defend American's rights to buy or boycott whomever they choose without the government harshly fining them or imprisoning them. But what I don't understand is why we are voting on a bill on behalf of other countries and not the President's executive orders that are FOR OUR COUNTRY???"
In a statement to Newsweek, CAIR (Council on American-Islamic Relations) Government Affairs Director Robert McCaw said, in part, "The Trump administration's demand that American cities and states threatened by natural disasters must not boycott Israeli companies involved in war crimes in order to receive federal support is patently unconstitutional and un-American.
The statement continued, "The right to boycott is a core First Amendment freedom. Denying disaster aid to states and cities that stand for human rights could cost lives after hurricanes, floods, and wildfires. This is state-sanctioned cruelty that erodes democracy at home while propping up genocide and apartheid abroad."
What Happens Next
The Trump administration move is largely symbolic — at least 34 states already have anti‑BDS laws or policies, according to a University of Pennsylvania law journal.

ISRAEL has revealed details of its devastating wave of assassinations in Operation Red Wedding, killing 30 Iranian generals within the first few minutes of the conflict.
On June 13, the IDF launched a "preemptive" operation aimed at not only decimating Iran's nuclear program but also taking out its military chiefs.
The 12-day conflict began when Israel launched Operation Rising Lion which saw Israeli jets blast Iran's nuclear sites - as well as assassinate generals and scientists.
Within its first few minutes, Operation Red Wedding saw some 30 top Iranian military chiefs killed in near-simultaneous blitz as Israel sought to root out the country's military strength entirely.
This proved to be effective as, with three of its most senior generals dead, any possible response from Iran was halted for nearly a whole day, according to the IDF.

As of this writing, when you attempt to access the US Agency for International Development (USAID) website or social media pages you are informed that, “This site can’t be reached.” The media reports that the new Trump Administration has not only frozen USAID activities but may be planning on bringing it back under control of the US State Department. Other reports, including statements by Elon Musk, suggest that it will be closed completely.
If true, the closing of USAID may be one of the most significant changes President Trump has made among many dramatic actions in his first couple of weeks in office. Many Americans may still have the idea that USAID is a government agency delivering relief at disaster sites overseas. They may still remember the bags of rice or grain with the USAID logo on them. But that is not USAID.
USAID is a key component of the US government’s “regime change” operations worldwide. USAID spends billions of dollars every year propping up “NGOs” overseas that function as shadow governments, eating away at elected governments that the US interventionists want to overthrow. Behind most US foreign policy disasters overseas you will see the fingerprints of USAID. From Ukraine to Georgia and far beyond, USAID is meddling in the internal affairs of foreign countries – something that would infuriate Americans if it was happening to us.
When President Trump ordered a 90 day pause in USAID activities, we quickly learned just how pernicious the agency really is. The US media reported that Ukrainian press outlets were scrambling to keep their doors open when the US dollars stopped flowing. It is reported that 90 percent of the media outlets are funded by the US government!
This means that there is virtually no independent media in Ukraine, only fake news outlets willing to toe the US Administration’s propaganda line. Does anyone think these wholly US-funded “news” outlets would ever publish a story that the US government did not want published?
This is plainly immoral, but it is also dangerous. Most US mainstream media stories about Ukraine have their origins in the “reporting” of the local media. From battlefield news to casualties to the state of the Ukrainian military, the “news” from Ukraine is being written by US government-backed media outlets and then picked up by US and other western media. It is a closed propaganda loop that not only propagandizes the US citizen but also feeds false information into US government outlets – such as Congress – that rely on mainstream US media reporting for their news on Ukraine.
No wonder so many in Washington continue to support this hopeless war!
But USAID is not just in the business of disinformation. Elon Musk recently re-posted a New York Post article on X reporting that USAID funneled $53 million to EcoHealth Alliance to support gain-of-function research on coronaviruses at the Wuhan lab! Did USAID help fund COVID? Americans have a right to know.
In natural catastrophes overseas Americans have shown themselves to be extremely generous. Private volunteer assistance organizations can more effectively assist victims of disasters worldwide.
USAID needs a full and transparent audit. Americans deserve to know exactly what is being done in their name overseas. Then the agency needs to be shuttered completely, and its employees sent home. That would go a long way toward making America great again.

The Greeks’ decade-long siege of Troy is drawing to a close. The cunning Odysseus has hit upon a plan to subvert the Trojans’ defenses. The Greeks build a giant wooden horse and then pretend to sail away, leaving the horse at the gates of Troy as an apparent offering to the goddess Athena. The Trojans, believing the gift will make their city impregnable, take it within the city gates.
But it is a trick. Odysseus and his men are hidden inside the hollow horse and they emerge during the night to open the gates and let in the Greek army, who have returned to take the city. The Trojans don’t get a chance to learn from their mistake; the Greeks sack the city and massacre its inhabitants.

In 2015, Kyrgyzstan made what might seem at first glance to be a surprising move: It canceled a cooperation treaty with the US that had been in place since 1993. The treaty granted tax breaks and customs privileges to organizations like the US Agency for International Development (USAID) and gave their workers diplomatic immunity in the country. All of that came to an end after the US granted a human rights award to Azimjon Askarov, an activist swept up and thrown in jail for life for “creating a threat to civil peace and stability in society” after the Uzbek riots in South Kyrgyzstan in 2010.
Reaction from the usual Western outlets was swift and predictable: Kyrgyzstan has lost its mind. Or, to be more precise: It’s all Putin’s fault. Somehow. But don’t worry, the US will continue aiding Kyrgyzstan anyway, whether they like it or not, because that’s just how they roll. Go, Team America!
But Kyrgyzstan is not the only country to crack down on “aid” from foreign NGOs. In the last few years a series of countries, including Russia, China and India, have passed laws placing stricter controls on the operations of these organizations within their borders.

The House passed a measure that would require the detention of any undocumented immigrant charged with theft or burglary as its first piece of legislation in the new Congress on Tuesday afternoon. The Laken Riley Act, named after a nursing student who was killed in February by a man in the country illegally, passed 264-159 with the support of all voting Republicans and 48 House Democrats.
The bill would amend federal law to require that Immigration and Customs Enforcement issue detainers and take custody of undocumented immigrants who commit theft-related crimes, including shoplifting. The bill would allow state attorneys general to sue the homeland security secretary if immigration actions, such as parole, harm a state or its citizens.
More House Democrats backed the bill than the 37 Democrats who supported it when it came to a vote last year. That bill was blocked in the Democratic-controlled Senate.
Rep. Mike Collins (R-Georgia) reintroduced the Riley Act with better chances of success given Republicans now control the House and Senate. Sen. Katie Boyd Britt (R-Alabama) introduced the Laken Riley Act on Tuesday in the upper chamber, joined by Sen. John Fetterman (D-Pennsylvania). That bill would require that ICE arrest and deport undocumented immigrants who commit violent crimes.
Whoever voted against it needs to be voted out of office! Because if it was any of their children, they would’ve passed it get those names and vote them out.
